Priorities 2016 is the 11th biennial conference of the International Society for Priorities in Health (ISPH). This is the leading international forum in which health researchers, clinicians, policy makers and managers involved in priority setting come together to exchange research, ideas and experiences. The meeting will be co-hosted by the Health Services Management Centre (College of Social Science) and the Department of Health Economics (College of Medical and Dental Sciences) under the theme ‘New Frontiers in Priority Setting’.
The focus will be on the challenges posed by a climate of austerity, and the need to develop new ways of meeting these challenges equitably through research, policy and practice. Plenary speakers will be drawn from the international priority setting research community, national and international policy and advisory bodies and national and local policy decision makers and other stakeholders. Confirmed speakers are:
• Angela Coulter (Director of Global Initiatives at the Foundation for Informed Medical Decision Making, Boston, and Senior Research Scientist at the Department of Public Health, University of Oxford)
• Kalipso Chalkidou (Director of International Programs, National Institute for Health and Clinical Excellence)
• Ole Frithjof Norheim (Professor, Department of Global Public Health and Primary Care, University of Bergen)
• Joanna Coast (Professor in the Economics of Health & Care, School of Social & Community Medicine, University of Bristol)
• Judith Smith (Professor of Health Policy and Management and Director of Health Services Management Centre, University of Birmingham)
• Jeanette Vega (Director of Fonasa, the National Chilean Public Health Insurance Agency)
• Addis Woldemariam (General Director, Ministry of Health, Ethiopia)
The Scientific Committee invites you to submit abstracts for consideration for the conference. Abstracts will be peer reviewed and graded for inclusion within either the oral presentation or poster sessions at the meeting. We also welcome submissions from current or recently completed PhD studies and will present an award to the best of these.
We welcome all abstracts relating to priority setting and priorities in health from institutions in low, middle and high income countries. The Scientific Committee also welcome abstracts addressing the following themes:
a) Priorities for health: beyond the health sector
Social determinants of health and population wellbeing
Equity, social justice and social values and their implications for priority setting
Resource scarcity and integration across public sector areas
Co-production, patient activation and social movements
Global health and universal health care coverage
B) Decision making in difficult times
Health and social care responses to the global financial crisis
The challenges of local health and social care decision making
Disinvestment, decommissioning and low value care
The role of health professionals as gatekeepers and resource stewards
C) New investigations in priority setting
New developments in economic modelling and analysis for priority setting
The legal environment for health and social care priority setting
Media and social media in priority setting

The early bird registration deadline for the conference is 30 April 2016.
